KOTA KINABALU, 7 APRIL 2026 – In a significant step towards Sabah’s digital transformation, CTS Horizon Sdn. Bhd. (CTS), formerly known as Celcom Timur (Sabah) Sdn. Bhd., has entered into a strategic partnership with Sabah Net Sdn. Bhd. through the exchange of a Memorandum of Understanding (MoU).

The MoU exchange was held in conjunction with CTS’s rebranding launch at the Sabah International Convention Centre (SICC) and was officiated by Datuk Joniston Bangkuai, State Assistant Minister to the Chief Minister of Sabah, representing the Chief Minister of Sabah, YAB Datuk Seri Panglima Hj Hajiji Hj Noor, Chief Minister of Sabah.

The collaboration brings together two key enablers of Sabah’s connectivity and digital ecosystem. CTS, with its extensive fibre footprint across the state, continues to play a pivotal role in delivering high-speed, reliable connectivity solutions. Complementing this, Sabah Net Sdn. Bhd., a government-linked company under the Ministry of Science, Technology and Innovation Sabah (KSTI), leads the advancement of e-Government services and the strengthening of Sabah’s digital infrastructure.

By combining CTS’s infrastructure strength with Sabah Net’s digital service expertise, the partnership is set to drive greater efficiency, integration, and innovation across Sabah’s government ecosystem.

Under the MoU, both parties will jointly explore and implement initiatives to:

  • enhance network resilience and performance;
  • deliver priority digital connectivity initiatives to support government and public sector needs; and
  • develop and accelerate the adoption of digital solutions and emerging technologies.

As Sabah advances towards a more connected and technology-enabled economy, the collaboration will also focus on delivering future-ready capabilities that are scalable, resilient, and aligned with the evolving needs of government agencies and stakeholders.

The MoU exchange was formalised between Sabah Net’s Chairman, Datuk Azman bin Ruslan and Chief Executive Officer, Chin Kah Yi, with CTS’s Chairman, Mohamad Damshal Awang Damit, alongside its Chief Executive Officer, Zurinah Datuk Hanafiah, reflecting strong leadership commitment from both parties to advance Sabah’s digital agenda.The MoU was witnessed by Yang Berhormat Datuk James Ratib, Minister of Education, Science, Technology and Innovation Sabah.
