CTS Horizon Sdn. Bhd. (CTS), formerly known as Celcom Timur (Sabah) Sdn. Bhd., is a joint venture company delivering advanced connectivity and integrated smart solutions. Built on a strong foundation of fibre optic networks, CTS plays a critical role in enabling seamless digital connectivity for telecommunications providers, enterprises and public sector partners.

With a comprehensive network footprint spanning Sabah, including submarine cable systems, CTS has established itself as a key enabler of digital access and connectivity across the state and its surrounding regions.

The company’s rebranding to CTS Horizon Sdn. Bhd., launched on 7 April 2026, marks a significant step forward in its evolution, reflecting a broader ambition beyond connectivity infrastructure towards enabling digital ecosystems and smart, data-driven solutions.

Guided by its vision to become East ASEAN’s most preferred partner in connectivity solutions by 2035, CTS is expanding its role beyond Sabah, building strategic partnerships and delivering solutions that support regional digital growth.

Through its operating model, CTS delivers network availability of up to 99.95%. Leveraging advanced network management and automation, issues are detected early and resolved efficiently, with an average Mean Time to Restore (MTTR) of within two (2) hours, ensuring continuous and reliable network performance.

Built on carrier-grade technologies, the network is designed for resilience, scalability and long-term performance. A dedicated 24/7 network operations environment enables continuous monitoring and proactive management, ensuring stable and consistent service delivery.

MCMC Licenses

CTS holds all key licences issued by the Malaysian Communications and Multimedia Commission (MCMC), enabling it to operate across the full telecommunications value chain:

  1. Network Facilities Provider (NFP)
  2. Network Service Provider (NSP)
  3. Application Service Provider (ASP)

This complete licensing framework allows CTS to develop and operate fibre infrastructure, as well as deliver connectivity services to telecommunications operators and industry partners. It positions CTS to support Sabah’s digital ecosystem through end-to-end fibre transmission capabilities.
