
KOTA KINABALU, 7 APRIL 2026 – In line with Sabah’s accelerating digital transformation and development growth, CTS Horizon Sdn. Bhd. (CTS), formerly known as Celcom Timur (Sabah) Sdn. Bhd., has entered into a strategic collaboration with Hap Seng Properties Development Sdn. Bhd. (Hap Seng Properties), a well-established Malaysian property developer under Hap Seng Consolidated Berhad, to explore the advancement of connectivity-ready developments across Sabah’s emerging growth areas.
This strategic partnership brings together the strengths of both parties to shape a more forward-looking approach to development, where digital connectivity is considered early in the planning and design stages, rather than as a later addition. This approach aims to enhance connectivity readiness in a way that supports evolving lifestyle needs, business requirements, increasing digital adoption, and technological advancements in Sabah.
As a Sabah-based digital connectivity and infrastructure solutions provider, CTS brings over three decades of experience in fibre network development and telecommunications infrastructure. This collaboration supports CTS’s ongoing evolution towards enabling broader digital ecosystems – extending beyond connectivity to support future-ready communities, enterprises, and public sector initiatives.
For Hap Seng Properties, the collaboration presents an opportunity to incorporate connectivity considerations into its developments from the outset, contributing to greater long-term value for residents, businesses, and stakeholders.
Beyond infrastructure, both parties will explore potential opportunities to introduce innovative connectivity solutions and smart development initiatives, contributing to Sabah’s growing digital ecosystem and supporting inclusive socio-economic development.
The partnership was formalised through the exchange of a Memorandum of Understanding (MoU) between CTS and Hap Seng Properties Development Sdn. Bhd., represented by its Chief Executive, Group Property Division, Khor Soo Beng. CTS was represented by its Chairman, Mohamad Damshal Awang Damit, and Chief Executive Officer, Zurinah Datuk Hanafiah. The exchange of the MoU was witnessed by Yang Berhormat Datuk James Ratib, Minister of Education, Science, Technology and Innovation Sabah. The ceremony took place during the rebranding launch held at the Sabah International Convention Centre (SICC), officiated by Datuk Joniston Bangkuai, State Assistant Minister to the Chief Minister of Sabah, representing the Chief Minister of Sabah, YAB Datuk Seri Panglima Haji Hajiji Haji Noor.
