
KOTA KINABALU, 7 APRIL 2026 – CTS Horizon Sdn. Bhd. (CTS), formerly known as Celcom Timur (Sabah) Sdn. Bhd., has entered into a strategic partnership with Edotco Malaysia Sdn. Bhd. to enhance network reliability and advance high-performance connectivity across Sabah.
CTS brings extensive fibre network capabilities across Sabah, playing a significant role in enabling high-speed digital connectivity throughout the state. Edotco Malaysia, part of the Edotco Group, complements this with its regional expertise in telecommunications infrastructure, including tower and network solutions. Together, both parties represent two essential and complementary layers of connectivity infrastructure.
The partnership focuses on strengthening the underlying infrastructure that enables wider coverage, higher network capacity, and sustained network reliability across Sabah, supporting industry growth, economic activities, and community needs. Through this collaboration, CTS and Edotco will align fibre and telecommunication infrastructure to drive more efficient planning and accelerate deployment timelines for service providers and operators. This includes leveraging existing infrastructure and technical capabilities to enable integrated, scalable, and future-ready connectivity solutions.
Importantly, the collaboration reflects CTS’s strategic focus on delivering integrated connectivity solutions, moving beyond standalone infrastructure to play a more active role in enabling a seamless and efficient network environment. This strengthens CTS’s position as a key infrastructure enabler supporting Sabah’s evolving digital landscape.
The partnership is expected to accelerate infrastructure readiness, improve access to reliable digital services, and strengthen the resilience of Sabah’s digital ecosystem, supporting inclusive growth and enabling businesses, communities, and the public sector to participate more effectively in the digital economy.
The partnership was formalised through the exchange of a Memorandum of Understanding (MoU) between CTS and Edotco Malaysia Sdn. Bhd., represented by Saffry Matnor, Head of Region, Sabah and Federal Territory of Labuan. CTS was represented by its Chairman, Mohamad Damshal Awang Damit, and Chief Executive Officer, Zurinah Datuk Hanafiah, at the rebranding launch held at the Sabah International Convention Centre (SICC), officiated by Datuk Joniston Bangkuai, State Assistant Minister to the Chief Minister of Sabah, representing the Chief Minister of Sabah, YAB Datuk Seri Panglima Hj Hajiji Hj Noor, Chief Minister of Sabah. The MoU was witnessed by Yang Berhormat Datuk James Ratib, Minister of Education, Science, Technology and Innovation Sabah.
